Core Tip: According to relevant laws and regulations of my country and the regulations of the General Administration of Customs of the People's Republic of China and the Ministry of Agricultural Development and Irrigation of the Republic of Peru on plant quarantine requirements for the export of fresh grapes from Peru to China, from now on, the import of fresh grapes from Peru that meet the following relevant requirements will be allowed.
In accordance with relevant laws and regulations of China and the provisions of the General Administration of Customs of the People's Republic of China and the Ministry of Agricultural Development and Irrigation of the Republic of Peru on the plant quarantine requirements for the export of fresh grapes from Peru to China , from now on, the import of fresh grapes from Peru that meet the following relevant requirements will be allowed .
1. Inspection and quarantine basis
(1) Biosafety Law of the People's Republic of China;
(2) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;
(3) Food Safety Law of the People's Republic of China and its implementing regulations;
(iv) Measures for the Supervision and Administration of Inspection and Quarantine of Inbound Fruits;
(V) Protocol on Phytosanitary Requirements for the Export of Fresh Table Grapes from Peru to China between the General Administration of Customs of the People’s Republic of China and the Ministry of Agricultural Development and Irrigation of the Republic of Peru.
II. Names of commodities allowed to enter the country
Table grape (hereinafter referred to as grape), scientific name Vitis vinifera, English name Grape.
3. Permitted Origin
Peruvian grape producing regions.
IV. Approved orchards, packaging plants, cold storage and cold treatment facilities
Orchards, packaging plants, cold storages and cold treatment facilities exported to China must be reviewed and approved by the Ministry of Agricultural Development and Irrigation of the Republic of Peru (hereinafter referred to as Peru) and approved for registration by the General Administration of Customs of the People's Republic of China (hereinafter referred to as China). Registration information includes name, address and registration number. Before the export season each year, Peru should provide China with a list of companies, which will be published on the website of the General Administration of Customs after approval and registration by China.
V. List of quarantine pests of concern to China
1. Mediterranean fruit fly Ceratitis capitata
2. Anastrepha fraterculus

VI. Pre-export management
1. Orchard management
1. Grape orchards exported to China should adopt effective monitoring, prevention and integrated pest control measures under the supervision of Peru to avoid and control the occurrence of quarantine pests of concern to China and maintain sanitary conditions in the orchards. At the request of China, Peru will provide China with the relevant procedures and results of pest monitoring, prevention and integrated management measures.
2. Planters should take effective pest monitoring and integrated prevention measures under the supervision of the secret recipe to avoid and minimize the occurrence of quarantine pests of concern to China. Plant quarantine measures for orchards exported to China must be implemented under the guidance of technicians with plant quarantine knowledge such as pest control and monitoring.
3. For grape gall mites and alfalfa thrips, visual inspections should be carried out weekly from the flowering period to the harvest period to check whether they occur on fruits, stems, branches and leaves. In addition to visual inspections, a variety of physical or chemical methods should be used to monitor pests on branches and stems, and effective prevention and control should be carried out once they are found.
4. For the Mediterranean fruit fly, South American Anastrepha and West Indian Anastrepha, orchards exporting to China should conduct pest monitoring every 15 days during the entire growing season, focusing on checking whether there are insect holes on the surface of the fruit. If there are insect holes, the fruit should be dissected in time to check for eggs, larvae and damage. In addition, it is necessary to use light traps, sex pheromone traps and other methods to monitor pests in the orchard. Once the Mediterranean fruit fly, South American Anastrepha and West Indian Anastrepha are found, appropriate physical, chemical or biological control measures should be taken immediately to eradicate them.
5. For the American and Australian type of stone fruit brown rot, orchards exporting to China should regularly monitor and control during the growing season, and implement appropriate farm cultivation and planting techniques to prevent the occurrence of the pathogen. Preventive measures should also be taken before harvest, or fungicides should be sprayed for prevention and control.
6. The monitoring and prevention of pests should be carried out under the guidance of professional technicians. The technicians should receive training from the secret recipe or its authorized institutions.
7. All registered orchards shall keep records of pest monitoring and control and provide them to the Chinese side when necessary. The records shall include the name, active ingredients, dosage and time of the chemical agents used during the growing season.
2. Packaging plant management.
1. The processing, packaging, storage and shipment of grapes must be carried out under secret quarantine supervision.
2. Before packaging, grapes must be selected, sorted and processed to ensure that they are free of insects, mites, rotten fruits, branches, leaves, roots and soil.
3. Packaged grapes should be stored separately to avoid reinfection by pests.
4. During the grape production season, the secret recipe should carry out monitoring and investigation of quarantine fruit flies of concern to China, such as the Mediterranean fruit fly, the South American fruit fly and the West Indian fruit fly, in the packaging factories exporting to China.
(3) Packaging requirements
1. Grape packaging boxes should be marked with the fruit name, exporting country, origin (province), orchard and packaging factory name or corresponding registration number in English, and marked with "Exported to the People's Republic of China" in English.
2. Grape packaging materials should be clean, hygienic, unused, and comply with China's plant quarantine requirements. If wooden packaging is used, it must comply with the International Standard for Phytosanitary Measures No. 15 (ISPM 15).
3. The container should be inspected before packing to ensure that it is in good sanitary condition and relevant records should be kept for inspection by the secret party.
(IV) Pre-export inspection and quarantine.
1. Grapes exported to China must be cold treated against quarantine fruit flies of concern to China. The cold treatment operation should be carried out under the supervision of Peruvian officials in accordance with the cold treatment operation procedures before export (Annex 1) or the cold treatment operation procedures during transportation (Annex 2). The cold treatment indicator is that the core temperature of the flesh is 1.5°C or below for at least 19 consecutive days.
2. The secret recipe is to inspect and quarantine each batch of grapes exported to China at a rate of 1%.
3. If live quarantine pests of concern to China are found, the entire batch of goods shall not be exported to China. Officials from the Peruvian side shall find out the reasons and take corrective measures. At the same time, records of seizures shall be kept and provided to China upon request.
(V) Requirements for plant quarantine certificates.
1. If the quarantine is passed, the secretariat official shall issue a plant quarantine certificate and indicate in the additional statement: “The certificatensignment is in compliance with requirements described in the Protocol of Phytosanitary Requirements for Export of Fresh Grapes from Peru to China, and is free from the quarantine pests of concern to China." (This batch of goods complies with the requirements of the plant quarantine protocol for the export of fresh table grapes from Peru to China and does not carry quarantine pests of concern to China.)
2. For cold treatment before export, the temperature, duration and name or number of the treatment facility should be noted on the plant quarantine certificate. For cold treatment during transportation, the temperature, treatment time, container number and seal number should be noted on the plant quarantine certificate.
3. The secretive party shall provide the Chinese party with a sample of the plant quarantine certificate before any trade takes place, so that the Chinese party can record and verify it.
VII. Entry Inspection and Quarantine and Disqualification Handling
When grapes arrive at the Chinese entry port, Chinese customs will implement inspection and quarantine in accordance with the following requirements:
1. Verification of relevant certificates and logos.
1. Check whether the imported grapes have obtained the "Entry Animal and Plant Quarantine Permit".
2. Check whether the plant quarantine certificate complies with the provisions of Article 6(5) of this Announcement.
3. Check whether the markings on the packaging boxes and pallets comply with the provisions of Article 6, Item (3) of this Announcement.
(B) Entry inspection and quarantine.
1. Peruvian grapes should be imported from ports where China allows the import of fruits.
2. For goods that are cold treated before export, a cold treatment result report signed and confirmed by the secret recipe and a fruit temperature probe calibration record form must be provided; for goods that are cold treated during transportation, a cold treatment report, fruit temperature probe calibration record, etc. must be provided.
3. According to relevant laws, administrative regulations, rules, etc., imported grapes shall be subject to inspection and quarantine. Those that pass the inspection and quarantine shall be allowed to enter the country.
(III) Handling of non-conforming items.
1. If the cold treatment is deemed invalid, the goods shall be cold treated upon arrival (if it is confirmed to be a refrigerated container, it can still be carried out in the container), returned or destroyed.
2. If the grapes are found to come from unapproved orchards or packaging plants, the batch will not be allowed to enter the country.
3. If live harmful organisms of concern to China are found, the goods will be returned, destroyed or quarantined for pest control.
4. If live insects of Mediterranean fruit flies, South American Anastrepha or West Indian Anastrepha are found, China will notify Peru to suspend the export of Peruvian grapes to China; if grape gall mites, alfalfa thrips or American-Australian stone fruit brown rot fungi are found, China will notify Peru to suspend the export of grapes from the relevant orchards or packaging plants to China. Peru should conduct an investigation, find out the reasons and implement corresponding improvement measures. China will decide whether to cancel the suspension measures taken based on the evaluation results of the improvement measures taken by Peru.
5. If other quarantine pests of concern to China or pests not reported in Peru are found, the goods will be returned, destroyed or quarantined and pest-free. Peru will conduct an investigation to find out the cause and implement corresponding improvement measures.
